Frank P. Gallagher, III, P.E., Honored by the LES

With the LEO M. ODOM AWARD FOR SERVICES TO THE PROFESSION

 

Frank Gallagher’s 40-year career includes the integration of environmental engineering, natural resource protection, environmental impact analysis, industrial hygiene, environmental hygiene, indoor air quality and civil/construction engineering.

 
Frank has been with URS providing consulting services in the public sector since July 1993. Prior to that Frank retired as a Colonel from the U.S. Air Force as a Bioenvironmental Engineer.  He performed air field, industrial and medical facility evaluations for occupational exposures to various noise, asbestos, lead contamination and to potentially toxic metallic, inorganic and organic environments. Frank also performed operational disaster preparedness planning, training and evaluations during his 26 year military career.


Frank has been active in promoting the engineering profession during his career. He was active member of the Student Chapter of the American Society of Civil Engineering at the University of Southwestern Louisiana.  During his military career he served two terms as president of Society of Military Engineers, Panama City Chapter.  Annually he addresses engineering as a profession to seniors at his New Orleans alma
mater, De La Salle High School.


He has served the Louisiana Engineering Society in many capacities has twice been president of the New Orleans Chapter and currently is first vice president.  At a state level he chaired the LES Centennial Celebration in 1998 requiring two years of planning.  Also, for the state board he chaired the planning for the Joint Professional Societies meeting in 1999 and again in 2002, while also serving as a speaker and session chair. Frank is the President Elect of the Louisiana Engineering Society, New Orleans Chapter and holds the 1999 Waldemar S. Nelson President’s Award from the Louisiana Engineering Society.


Frank has been very active since the storms of 2005 in recovery efforts. He has assisted both clients and as a volunteer with the specifications for and testing associated with bio-remediation of mold contamination in public buildings and residences.  Frank is currently employed by URS in the Metairie office as regional health, safety and environmental manager for the Process and Energy Group.


Frank and his wife, the former Eileen Blanchard, reside in Jefferson, Louisiana.  They have three daughters and four grand children.
